Florida Sheriffs Employee Benefits Trust

Tracy Roseman oversees the employee benefits provided to Florida Sheriffs via the Florida Sheriffs Employee Benefits Trust (FSEBT). She is also the Managing Agent of the Florida Sheriffs Employee Benefits Agency (FSEBA). She began working with the Sheriffs' insurance programs in December 2019. Tracy has more than 25 years of experience in the insurance industry consulting for businesses of all sizes on both self-funded and fully insured plans. Before moving to Florida, Tracy served as a special industry expert appointed by the governor on the Access TN Board of Directors to assist in the formation and governance of a high-risk insurance pool for the state of Tennessee. Tracy is a graduate of the University of Memphis with a M.B.A. in Marketing and a B.B.A. in Risk Management/Insurance. Tracy currently holds a Florida resident Life and Health Insurance License.

Sheriff Mike Harrison

Sheriff Harrison is a 1991 graduate of The Florida State University. He began his law enforcement career in 1991 with the Florida Department of Law Enforcement. During his law enforcement career, he has worked with FDLE, the Gadsden County Sheriff's Office, Gulf County Sheriff's Office and the Florida Department of Corrections Office of Inspector General. He was elected Sheriff of Gulf County in 2012 and re-elected in 2016. He served on the Florida Sheriffs Association Board of Directors from 2015-2019. Sheriff Harrison has served on the Florida Sheriffs Risk Management Board of Managers since 2016 and currently serves as Vice-Chairman of that board.

Mark manages all aspects of the BenefitSolver system; implementations, open enrollments, carrier files, etc. He has 22 years of experience in the insurance industry. He has 10 years’ experience working for a TPA handling Florida’s school districts. Mark has had the honor of working with the Sheriffs’ for 7 years. He recently worked for BenefitSolver for 2 years and has returned to serve the Sheriffs. Mark’s focus is online benefits administration and enrollment systems. He earned a Bachelor of Science in Criminology from Florida State University and holds a 2-15 Florida Resident Life, Health and Variable Annuity Agent license for the last 20 years.
